Community amateur sports clubs, constituted not for profit clubs, charities and CICs delivering sport, parish or community organisations managing sports facilities, NGB affiliated clubs and schools with community access, based in or clearly benefiting Torbay. Clubs must be members of Sport Torbay and have suitable policies, insurance and a two signatory bank account.

Torbay Council's Active Clubs grant scheme offers £500 to £2,000 to strengthen community sport in Torquay, Paignton and Brixham. It can fund small facility improvements such as clubhouse, changing room, floodlight, pitch and accessibility upgrades, energy saving measures, sports equipment, coaching and volunteer training, outreach and recruitment, and feasibility or design costs. Grants can also be used as match funding for larger projects. Priority goes to projects in more deprived or less active wards and those widening participation for young people, women and girls, older and disabled residents. Panels meet four times a year; the next deadline is 12 noon on 13 January 2027, then 12 noon on 3 March 2027.
